Beijing has thwarted attempts to add terrorists to the United Nation’s blacklist four times in the last few months. Shahid Mahmood’s designation as a global terrorist under the 1267 Al Qaeda Sanctions Committee of the UN Security Council has been put on hold by Beijing.

Mahmood has been recognised as a prominent member of the terrorist organisation Lashkar-e-Taiba (LeT). Mahmood joined the organisation in 2017, and the US Treasury Department classified him as a global terrorist in December 2016.
